Leadership & Expertise
NICOLE E. MILLER, M.P.S., PHR, SHRM-CP
Professional Summary
For more than 27 years, I thrived as an HR leader inside complex healthcare organizations. I had the privilege of coaching executives, building leadership development programs, and driving employee engagement strategies that transformed teams. On paper, life was good — I had built a strong reputation for creating resilient, people-centered workplaces that delivered results.
But over time, I noticed a deeper challenge. Many organizations struggled to align their people strategy with their performance goals. Leaders were burning out, employees were disengaged, and cultures that once felt vibrant were slipping into survival mode. I knew that businesses needed more than policies and procedures — they needed a people-first approach that was both strategic and sustainable.
That realization led me to found Miller Workforce Solutions, LLC. Through leadership coaching, development programs, and employee engagement strategies, I partner with healthcare and tech organizations to build strong, resilient cultures. My approach blends decades of HR expertise with innovative solutions designed to help leaders thrive in matrixed environments while creating workplaces where people feel valued and empowered.
Today, the results speak for themselves. Clients are building stronger teams, improving retention, and creating cultures where people and performance move in the same direction. The most rewarding part is seeing leaders step into their full potential — confident, supported, and able to inspire those around them. And the future is even brighter: every strategy we create not only solves today’s challenges but also lays the foundation for workplaces that are ready to grow, adapt, and excel.

To whom it may concern:
I had the good fortune to work with Ms. Nicole Miller when I served as the Chief Nursing Officer of Shore Memorial Hospital in Nassawadox, Virginia and again while serving as the Chief Nursing Officer for Riverside Health System in Newport News, Virginia until my retirement in 2017. Ms. Miller joined the Shore Memorial Hospital staff in June 2008 as the Director of Human Resources at a time the hospital was experiencing funding and staffing issues which mandated her immediate attention with little orientation or time to adjust to what was required of her position. Being the professional and caring person that she is, Ms. Miller immediately became a key member of the leadership team and assessed the magnitude and what was required of not only her position, but the needs of the hospital related to staffing and managerial leadership. She demonstrated a tremendous knowledge of the human resources especially related regulatory rules and requirements and practiced with the utmost integrity working in the best interest of the organization and its staff, while focused on the mission of the institution.
Shore Memorial Hospital, a hospital in a very rural setting on the eastern shore of Virginia eventually merged with Riverside Health System, a large system in Newport News, Virginia. With the merger there was the construction of a new Riverside Shore Memorial Hospital and the requirements for transitioning staff from an old to a new facility 35 miles away created many new human resources challenges and an extremely stressful environment. Once again, Ms. Miller’s knowledge, understanding of requirements and regulations and her ability to integrate staff from positions in an incredibly old physical plant to a new institution was exceptional and extremely effective. It was a time that Ms. Miller worked very closely and effectively with the Riverside Health System leadership team, clearly demonstrating a keen ability to work closely under a high stress situation. Over the time working so closely together Nicole Miller, and we got to know each other very well, and I gained a great deal of respect for her knowledge, understanding and willingness to work in the best interest of staff always focused on the mission of the health care institution, she is a superb Director of Human Resources. There is no question that Ms. Nicole Miller is a superb administrator for Human Resources and knows the field better than most anyone.
Sincerely,

To whom it may concern:
It is my pleasure to recommend Nicole Miller, with whom I had the opportunity to work closely beginning in 2023 while serving as the Senior Director of Clinical Research at a large research organization in Florida. Over the course of three years, Nicole and I collaborated extensively on key organizational initiatives addressing staffing shortages, position funding, job description updates, and the development and implementation of a new employee career ladder.
From our very first meeting, I was immediately impressed by Nicole’s deep expertise in human resources and her exceptional professionalism. She quickly demonstrated a clear understanding of our business challenges and provided targeted strategies, documentation, and procedures that directly supported our organizational goals. Her contributions were instrumental in helping our department achieve meaningful progress and measurable success.
Throughout our ongoing collaboration, Nicole continued to add tremendous value in areas such as process improvement, employee recognition, training, and professional development. Under her guidance, we successfully implemented a comprehensive career ladder and updated all job descriptions, resulting in greater transparency and alignment across teams. Her command of FMLA and state and federal employment regulations ensured that our practices remained compliant and equitable.
Nicole consistently proved herself to be responsive, reliable, and highly committed—always available to provide insight and guidance, regardless of the hour. Her knowledge, professionalism, and dedication are truly exceptional, and her impact was felt across every aspect of our organization.
In my 40-year career, I have had the privilege of working with many HR professionals, but Nicole stands out as one of the very best. I hold her in the highest regard and recommend her without reservation.
Sincerely,
Cindy McKeown, MPA, BSN, RN
